Saudi Arabia’s downstream petrochemical strategy has successfully built a global leadership position in bulk polymers. However, a significant value-creation gap exists in the next tier of engineering thermoplastics. Polycarbonate (PC) resin, a high-performance, transparent, and impact-resistant polymer, is a prime example. It is the material behind everything from automotive headlamps and electronic enclosures to safety glasses and construction glazing. The Kingdom’s consumption of PC is substantial, driven by its booming construction, automotive, and electronics sectors, yet it remains almost entirely dependent on imports.
This is a structural vulnerability and a missed opportunity. Global leaders in PC production, primarily in Europe and East Asia, have built their expertise over decades. They leverage complex chemistries (typically the interfacial polymerization of bisphenol A and phosgene, or non-phosgene melt transesterification processes) to produce a range of grades with specific melt flows, UV stability, and flame retardancy. The reliance on their supply chains exposes Saudi converters and end-users to price volatility, long lead times, and geopolitical supply risks.
